Challenges to the Indo-Pacific’s development persist — from climate change and gender inequality to lack of access to finance. Although there are many NGO’s on the ground with creative solutions, they find it challenging to scale their own solution as they don’t have the financial infrastructure or tech savvy to unlock large pools of private capital. AMP FINANCING — to overcome these challenges, the Australian Government established the Indo-Pacific NGO Blended Finance Accelerator in November 2024. A trailblazing initiative, this grants and acceleration support facility is supporting NGOs to pilot, develop and scale blended finance vehicles that catalyse sustainable development in the region.


What Is the Indo-Pacific NGO Blended Finance Accelerator?

The Indo-Pacific NGO Blended Finance Accelerator is the AU$10 million Australian Government investment. The program, instead of straight grants, employs a dual-support strategy — catalytic grant capital plus tailored technical assistance.
This model allows impressive project ideas of NGOs to create investable business plans, meet government regulations and cultivates a relationship between the private capital suppliers. Through investment and capacity-building, the Accelerator wants to dismantle the structural obstacles which have traditionally constrained NGO-based development finance.


Blended Finance and Development

Blended finance deploys scarce public or philanthropic resources to catalyze vastly larger private capital for social and environmental projects. Although not covered in this guide, NGOs have been early developers of a number of blended finance structures, including development impact bonds and climate credit initiatives, microfinance programmes, and impact investment funds.

Seed Capital

The AUD 10 million allocated by the Accelerator will serve as seed capital to enable NGOs get beyond proof-of-concept. The grants support feasibility studies, business plan development and creating the legal and operational structures designed to attract private investment.

  • Climate Resilience

The focus within those themes is on initiatives in the Pacific island countries and other eligible Indo-Pacific states. Application and Selection Process

Stage Two: Full Proposal

Organizations shortlisted are invited to submit detailed proposals by December 15, 2025.
At this point, candidates submit comprehensive project descriptions, budgets, financial plans and practical implementation plans. Proposals are then reviewed and rated by Convergence — the body overseeing the applications of proposals — and they may ask for clarification.


Eligibility Considerations

  • Activities and recipients must be in an eligible Indo-Pacific country.

  • Project proposals should be directed to gender equality or climate resilience.
